[PS3] Can't download newest patch...D/L speed drops or asks for promotional code

Hi guys,

My BF bought this game for PS3 so we could play together. After the latest maintenance, he tried to download the latest patch through the launcher. After downloading about 25MB, the download speed would drop to zero and eventually an error would pop up saying unable to download with three error numbers. He tried multiple times, and sometimes another error would pop up saying he would have to put in a promotional code. However, he has already played for a solid day before, and he is registered on Mog Station.

Is there a fix? How can he download the patch?
