Quest "Speak Softly to Me" not updating correctly

Hi, I submitted a bug report ticket about a quest I am unable to complete and I was redirected to these forums.

Date & Time: First accepted quest around 6:30 P.M. EST. Attempted multiple times on 9/4/2013. Ongoing issue still as of 6:15 A.M. EST 9/5/2013.
Frequency: Always
Character Name: Veyna Sparkles
Race: Miqo'te F
World: [NA] Diabolos
Class/Level: 40 White Mage
Area and Coordinates: Coerthas Central Highlands > First Dicasterial Observatorium of Aetherial and Astrological Phenomena (X:26, Y:27)
Party or Solo: Tried both Solo and Party (2)
NPC Name: None - Attempting to interact with the snowman
Monster Name: None
In-Game Time: 11:14 p.m. server time

Steps:
1. Accepted quest from Maucolyn (X:24, Y:27)
2. Moved to the snowman (X:26, Y:27)
3. First quest objective "Locate the source of the voice." does not update. The snowman has the quest sparkles and I'm 100% positive I'm in the correct location as people are doing the quest next to me.

I have abandoned and re-accepted the quest multiple times. I have also re-logged multiple times and attempted the quest both before and after maintenance. My friend, who I've quested with from launch and is at the same spot in the game as me, was able to complete the quest with no issue. He told me step by step what he did to complete it and I even stood in the same spot as him and others who are doing the quest next to me, but I am still unable to right or left click on the snowman. I have tried clicking in first person and third person, and I have tried clicking from all angles. I have tried doing the quest solo as well as in a party with one other person. I have ran outside of the orange quest circle on the map and back into it, and nothing has managed to resolve this problem. I have not seen anyone else complaining about the issue, so I'm not sure why it's so isolated. :(
