Character Slow and the rest not

Hello everyone,

I got a strange bug, my character move very slowly but others characters aren't affected by it .

Frequency : Permanent
World name : Exodus
Character name : Roa'ga Unabara
Race/Gender/Class/Level : Hyur'Goth/Male/Dragoon/Lv 34
Region : All
Time : 03:00 Eorzea

I was connected few hours after maintenance finish and servers open, i updated without problems, and i tried to connect with Roa'ga, i had no problem, i disconnected myself few minutes after .

Then, 8 hours later, at 03 : 00 Eorzea, i connected myself and in game, my character was affected by the slow and i had debuff on him or soimething else . All characters around me moved correctly . My moves were very slow,i walked more slow than others, same on my chocobo mount . My cooldown Reduction on my skills were more slow too .

A friend of mine who leave near my home and have a same type of connection and a good Computer came in game and confirmed my character's moves were much slowly than his .

CPU : Intel Core I5-2310 CPU @ 2.90 GHz 2.90 GHz (6.1.7600.16385)
GC : NVIDIA GeFOrce GTX 650 (9.18.13.1106)
RAM : 8,00 Go
System : Windows 7 Familial 64 Bits
