Connection to the Instance Server Lost Error 90000

My entire group could not move when we were about to start a boss fight, and shortly after we received the an error "Connection to the instance server lost" with error code 90000 and then followed by a 3102 when we tried to log back on. Does that mean the instance server is down now?

There were 7 others people in the group, and we were in Castrum Meridianum.

Follow up: When I logged back on it says I cannot undertake any duties at this time because I abandoned my party, and I am getting a penalty timer for it. Well, I DID NOT choose to do that, you forced us to d/c in the middle, so why on earth am I being penalized for a system failure on your part?
