Population Control Suggestion

I am currently faced with an issue where my girlfriend has so far been unable to even purchase the game and already restrictions on character creation for my server are in place. As such, the way it stands now, she will have to create a character on another server and then I will have to pay to transfer to her server. I personally do not think I should have to pay extra money to play with someone due to complications on the servers.

My suggestion is instead of charging players to do a server transfer in cases like this, there should be a temporary system in place to encourage players who wish to or are willing to transfer to a lower population server from the ones they are currently on. If possible ask a one time question to all players logging into the restricted servers if they would be willing to transfer, and give all players on heavily populated servers the option to transfer until a point is reached where the servers are better balanced in terms of population.
