Character Creation Server Restricted

With the recent update, and possibly more new servers coming soon, has there been any actual information other than there are restrictions still on certain servers for character creation. With the game becoming available again for purchase, these restrictions are keeping certain servers from having friends play. What will it take to have these restrictions lifted from these specific servers and if no, is the middle of September a generalized time period for when they are going to allow server transfers.
