Not able to get A Relic Reborn fro Vesper Bay

I beat the main scenario and my job quest. A message in the game mentioned that's all it took to unlock it.

Do you meet all the pre-requisites?

Yes, I did the weaponsmith quest as well. I have access to Amdapor Keep, too.

Is there a job quest after getting my body piece?

Theres 2 parts to the artifact armor. One job quest @ level 45 grants you all artifact pieces *except* one part.
The job quest at level 50 grants you the final part, and then clears you to flag relic quest.
