Please Make a New Down loader / Patcher

I'm trying to download the new patch but im getting the error a few people are getting
"Server not responding" [30413] [10009] [10019]"

Whats annoying is that this is random, my first attempt i got to 200mb /1000mb, second attempt 800/1000mb.

But most of all why doesn't the patcher carry on where it left off? i mean it would be fine if i could just carry on bit by bit, but its just a gamble of will it reach the end of the download before i get this error? and if i do i have to start all over again.

And for someone like me with a shit connection it takes like an hour to download 1GB

So can you please add a patcher that remembers where it left off.......like the rest of the gaming world..
