Block Stat only improved by DEX?

When reading the text for DEX and STR it mentions block and parry separately, but I cannot seem to find a stat outside of that which affects the block rate or amount of dmg mitigated. Parry's skill description mentions nothing of block and I noticed my PLD both parry and block attacks, so I'm assuming parry as a stat does nothing for blocking.

Is this the case and there is just a lack of ways to improve block outside of DEX/STR or am I missing something?

From what I've seen so far just DEX and gear with + stats raise it. DEX raises the percentage of blocks and parries and STR raises the amount that is mitigated.

Just to be careful here: Only thing that increases Parry rate is DEX and, well, Parry.
Block, on the other hand, is a property only present on shields, who have a Block Rate and a Block Strength

The parry stat increases block chance as well.
