Cut scene problems

Currently I am having issues with any of the in-game movies, like the opening cinematic or any other cinematic that appears throughout the game. It is currently only playing the movie with the bottom half of the movie, while the top half is blacked out and cant see anything. All my computer settings have changed to optimize to my play, I've also lowered the settings as well and that does not work as well.

This happened to me in beta. I had to uninstall and reinstall.

Running windows update fixed the issue for me. I just selected anything that said "Windows 7 update/fix/etc" and ".NET framework update/fix/etc" under important AND optional updates and it seemed to do the trick.
