Any time I try to summon the chocobo

Steps:
Tried to summon chocobo originally before I had access to the grand company. I originally had access to a grand company in 1.0 and had no trouble summoning my chocobo.
Waited until level 30 and had grand company access to twin adders. Originally in 1.0 my character was allegiant to Ul'dah.
Was unable to summon the chocobo either to ride or as a companion.
Unable to obtain chocobo insurance from the grand company.
Unable to buy a chocobo from the proper vendor.
Able to rename my chocobo, but that's all it lets me do.
Able to summon the coeurl mount to ride.

Issue corrected. Found the salvager and got my whistle back.
