Nobody knows really for sure as SE keeps this info internally howecer the good guess would that new servers they'll add today / tomorow should be wise choice.

At the moment, the only server that allowed for character creation was Adamantoise (as of a few moments ago) but you can't log in due to 1017 (as seems true with most any server)

Adamantoise was the last NA/EU server to allow character creation...i chose wisely...but ya, tommorow when the new servers are up, the choice would seem to be to get on one of them, but then again most people are gonna have that same idea. I would recomend choosing a server that was already made, but allows for the creation of new characters...or I could be wrong....who knows?

Most people will not transfer to new servers due to the amount of work they already put in on existing chars, unless there will be free transfers available later on. I believe the server transfer mid September will be a paid service and allow the new players to catch up to the rest of the servers.
