No Main Quest

Finished quest The Ul'dahn Envoy but do not main quest ! icon. I thought maybe I needed to level up but I am currently level 21 and still nothing. The next quest is Call of the Sea and I went to the person I am supposed to talk to and he gives me nothing so I check online how to start quest and talked to the other people on the quest but I still do not have a main quest. I even checked my current quest and nothing is there, my last completed quest is The Ul'dahn Envoy. Please help

My Conjurer in Gridania has this exact same problem. My character cannot proceed. I can't get the Airship lisence or proceed to other cities.

I don't know if this is the same as the issue I had but try going to ul'dah and up stairs to where you talk to rubahn(sp?). There was something there for me tho I never had any hints to tell me to go there. I'm in work so can't remember the names if places I think it's near the alchemy guild tho off the top of my head.
