Issues with leves (Specifically level 20)

I'd like to start this by asking the question, why is there not a level 20 levemete for Thanalan?

Furthermore, the two level 20 levemetes that are available (Quarrymill & Moraby Drydocks) seem to barely offer anything in the way of tradescraft leves.
As of typing, the Moraby Drydocks levemete offers no tradecraft nor fieldcraft leves, for any class under those two disciplines, despite there being tabs for both types.
This can't be right at all. This has to be some sort of mistake.
