I cant find him

Is he the escortee at drybone?
Did you start the levequest? I.e. do you have the timer running, etc.?

Yes, that's him, from the levequest "The Law Won". Just click on the quest, press "Initiate", set your level of difficult and scort the little guy with a command 'till the marked red spot. Obviously, you've to initiate it when you're over the red circle with "The Law Won" tag marked on your map.

You have to initiate the quest. The "initiate" button in the quest write up inst visible until you reach the required level for the quest.

When you get a camps Leve unlock quest you get a normal quest as well as a Leve quest.
Completing and handing in the leve quest is what completes the normal quest as well.
