Remove these lame chat restriction on forums

This is stupid as shit. I come to the forums to ask a question or to reply to a damn topic and after this first post I make, bam can't post again.

What kind of pure idiocy is this

I would rather them focus their attention on the server issues first then worry about forum posts.

They won't just like the server problems. So hey lol.

What makes it more annoying is that because of 1017, we cannot level our characters up to meet the forum requirements... so we're stuck. It's really stupid.
