Login screen navigation is cumbersome

I'm hoping that the server fixes in a couple days will make this issue insignificant, but it still might be beneficial to take a look at this going forward, for example after a big patch when people are login spamming.

Currently, when you attempt to login and receive the 1017 server is full message, you are returned to the title screen. Instead, why not simply return us to the character selection screen? This alone would make the whole login spam process much less daunting.
