Unable to Proceed Story

So Finished the instance "The Stone Vigil", to receive the cutseen, however...when I exited, I was level 41. To pick up the next quest, you have to be level 42. I figured no problem, I'll pick it up when I ding. Hit 42, and I cannot get to the npc. The npc being Cid, who is on the airship landing. Who you cannot get to anymore. I am unable to progress my storyline because of this oversight, and it's truly frustrating. I've wasted 400 gil trying to go there by riding airships, and I'm truly frustrated because I want to proceed in the story. :(

Either lower the requirement for the quest you get upon exiting to 41 as well so people can pick it up, or move the npc outside the landing, or make us able to access it again. Because as it stands, I am stuck at this part.
