Level sync icon

I was doing Stone Vigil (41 lvl) and some dude joined in. His lvl was 41 so he wasn't synced. For some weird reason, all his gear, even though <41lvl was shown as synced.

So now I'm pretty sure it's caused by inspecting people in stone sigil.
Screenshiot maybe in revenant's toll after doing stone sigil. I just see level sync icon on every chart now.
