GC promotion problem

I am currently Chief Flame Sergeant, trying to rank up. So the personnel officer says the following:

"To qualify for your next promotion, you must complete a trial as well as achieve rank 2 in the Grand Company objectives of your hunting log."

"Our records show that have yet to receive the commander's approval. You would do well to seek him out to be assigned a trial."

I have done my hunting log (rank 1 & 2), how ever Swift the Flame Commander does not have a trial for me...

Did you finish all your Main scenario quest yet?
