I'm a little confused. So I go to the NPC to get Leves, go to Aetherite to start the Leves. I complete them, but they are still in my Journal? I go to NPC to get more Leves for the next rank up, but he says I cant exchange any? What does that mean?

You can only get a total of 8 battlecraft leves every 36 hours. If you've already done all 8, you have to wait until the next leve reset.
If you're wondering when the next leve reset is, you can type
/clock
into the chat dialogue box and it will tell you how long it will be.
Your completed leves will stay in your journal until you replace them with new leves after the reset. At that point, you can exchange them for new leves.
Welcome to the game, and good luck!
Also, you can enhance your rewards for your new leves by trading in up to 4 of your old completed ones. So if you get a leve that offers say 1000 guild marks, you can stack 4 of your old leves and raise the amount of guild marks you receive. Same thing with Gil. It's good habit to check your leves rewards before you accept them. good luck ^^v
Ok, I am a new player. I see the trading in old completed ones. Does this mean you don't take the reward for them or is the reward for the old one still given and you get to use it still to enhance the new one?
In the event that you fail a levequest:
After the leves reset talk to one of the npcs that issue them, once you do, the failed leve in your log will become 'uncompleted'.
You can now try to complete it again, however it wont count towards the ''8 leves per reset''.
Unlike leves you complete right away, you can complete a failed and resetted leve and imediately exchange it for a new leve.
