Please help me with quest

I tried to post in the quest forum, but it said my main character is not high enough. Anyhow, if anyone could move this to that forum, I would appreciate it.

I am at a loss. I just finished envoy to Ul'Dah. Bartholomew will not give me Call of the sea. I have no idea where to go next and I am stuck. I am level 17, but cannot progress. My starting city is Ul'Dah. I am a pugilist.

I don't have an answer to this but the restrictions on the amount of posts in general due to your lvl is ridiculous. Who does that?
