[Error 90000] Random times, random places, random events

I've been, as I call it "9k-ed" about 40 times since early release. I've updated all drivers, optimized router settings, and turned off all unnecessary programs. even uninstalled and re-installed client program.

I've had this happen while walking through the world, in an instance, crafting, in battle, in all cities, and just plain fishing.

I've done line tests and tracert tests and have 20mb/2mb connection <1% jitter, 22ms latency, I have 20 router hops to *.*.157.158, and 20 to *.*.189.74

That is a lot of hops, and now I have 2 issues.

1) What is causing the 90000 code?
2) Why when I am in US/EU cluster, do I need to connect to JP server system?
