Depends what you are doing
crafting/gathering stats arent affected by wear and tear so you can use it at 0% and get no diminished affect(this doesnt apply to the tool however)
Healers tend to not care about their weapon either
I repair my weapon
but not for armors nor accessories
seem less effectiveness
? im not sure what your wanting here can please expand thought here were we can better under stand your thinking

Isn't true in every matter. A broken weapon really aftect your power in a serious matter, both in crafting and fights. Sure, if you're just another conjurer spamming only buff and heals, you cannot see the difference
My top priority is my DD weapon. I can live with my DD gear in the yellow but when it starts to get red then I have to get it repaired too. Also my crafting tools cannot be damaged either, but I could care less about my crafting gear.
Personally I think if they are going to have a condition that needs repaired it shouldn't even be a percentage thing.
It should be a scale of damage done that is all repaired at once.
1. New (Can be traded, sold, etc no restrictions operates at 100% efficiency)
2. Worn (As soon as equipped. Equipment operates at 100%)
3. Damaged (Died Once. Equipment operates at 75%)
4. Cracked (Died Twice. Equipment operates at 50%)
5. Ruined (Died 3 times, Equipment operates at 25%)
6. Broken (Died 4 times. Equipment operates at 0%)
7. Like New (Repaired and not worn, can be traded again.)
My point is that a guy can play without repairing his stock. I think crafting are usefull but repair, not really...
Well, a guy can live without repairing, but will be greatly gimped
