I am lvl 26 I am a Serpent Private Second Class and trying to buy the Serpent Privates Cowl and it won't let me. I have the seals but it says insufficient rank. How do I know what rank I need to be I have the Serpent Privates sash so why can't I get the cowl. This game needs to do a better job of telling us what we need.
