Duty Finder Cool down for "leavers"

I believe there should be a cool down on players using the duty finder who intentionally leave a party they are placed into.

Three times today I had to deal with somebody leaving the party before or during a dungeon/primal fight. Two of these occurrences happened with the SAME person. I was placed in a party with somebody named Two Face from the Cerberus server. He left the Amdapor Keep party after somebody said it was their first time. I got placed into the same party with him again about an hour later for Ifrit Hard and he left the party 6 minutes in when somebody died. The third occurrence was again on Ifrit Hard.

As you can imagine, this can become a massive waste of time for several of us, especially DPS characters who already deal with 20-40 minute queues. While a solution may be to simply party with friends...since the duty finder is a major feature in the game...there should be measures put into place for those who abuse it.
