Character Creation Clarification Please..

I am waiting patiently to make a new character on Leviathan. I have been refreshing quite often for the last 48 hours. As of 9:30 AM this morning, still no luck. At first I thought it was because they had the server locked down. I don't think that's the case. Here is why..

A dev post said that all character creation has bee suspended on X, Y and Z server. So during my wait, I decided to try to make a toon on another server that was supposed to have Character Creation suspended. I was able to create it with no problem. One of FC members asked if I had the Entry Level Subscription or the Standard Subscription, because with the Entry you can only have 1 character per server(and I already have a toon on Leviathan). So I checked and I do have a Standard Subscription. I made a second toon on the server I had made the first, where the Character Creation was supposed to be suspended.

As I see it, the servers highlighted on the NA/US Select screen randomly open and close. While they are highlighted you can create a character. I've also noticed that within the 3 minutes it takes for the server refresh button to come off cooldown, the highlighted servers can and do change.

Just curious if this is random or part of a greater plan.
