Help with getting the chocobo quest

So I got the 2000 seals and applied for the promotion from that adder nest place but cingur is still showing red that I haven't done something... What didn't I do

Ouch.
You wasn't suppose to do that.
You were suppose to buy the Chocobo card thingy from them, not ask for promotions.
After that, Cingur will be available to talk.

Aw that blows... I don't see any card thingy I see weps and armor

There will be a quest you pick up, asking for the license (2k seals under material tab from quartermaster), after getting that, head to a chocobo keeper, they will help you from there. Also, Promotions are worth doing, but only if you need to rank up to continue getting better upgrades, which, inevitably, you WILL need to do.

I think it's under Material.
It says "Chocobo" something.

So I completed the mission and named the Chocobo but I don't see where I'm able to mount it

You probably got a bell-thingy into your inventory after naming the chocobo. Use the bell and the mount will appear in Actions under Mounts.
