How do you mess up this badly

"The first time we launched our game, it was nothing but a giant, bland, empty world and everybody hated it. We really need to change public perception and win back the fans. I know! Let's make the game almost impossible to play when it re-launches! That's sure to change the negative perceptions people have!"

I know every MMO has capacity issues at launch. But this is a re-launch. It needed to go smoothly to make up lost ground. It's completely inexcusable to mess up this badly on your mulligan.
