Unable To Update The Group JP Character List

Frequency: I have access issues a majority of the time. Was able to connect this morning for less than an hour, but unable to log back in after disconnecting.

Steps: Attempted to login to game. Entered username and password, selected Login. Selected green "Play" button. Game pauses at Character Selection screen and displays error stating "Unable to update Group JP character list". Screen displays one NA/EU server (Phoenix) as available.

I am currently in North America, but my character is on the Masamune server. I have been able to login once today for less than an hour. When I returned to the game hours later, I have been unable to login.

I have experienced this error approximately 90% of the time for the past hour.
The rest of the times I attempt to login, I receive error 2002 or error 1017.
