Can't even get to creating a new character while jp servers not available.

Not mad or anything I know they are trying to fix all this sea of failure with the servers. My question is that while I'm waiting for JP servers to get their errors fixed I figured I would try to get a new character going to pass the time on an NA server. Problem is that it goes to load my character list and boots me with the 1017 error before I can even see the worlds list pop up.

I thought it would only give me 1017 if I am trying to log my character into a full server, not load my character list.

Anyone else having this problem?
