Yes, you can get it after completing the lvl 30 class quest. There is an NPC offering it on conjurers guild.
Yes after completing lvl 30 Conjurer quest, there is another NPC in the same room across from the guild desk. It is very quick and easy. Like all mounts, once you have it any job you use can ride it. Some might think you have to be Con or WM to use it, but you don't.
