My friend character won't load up

I'm looking at my friend try to load his character data but its not loading up. My lil brother is also suffering from the same issue...

Does anyone know what's up with this?

Are they getting any error code?

We're not getting an error code its just not loading up the NA/EU servers and his character isn't showing up. Its like he didn't create one. Usually when it doesn't load up the NA/EU servers we can still see our character
