How common is this form of 10102 error?

I was zoning via a teleport to Western La Noscea and the loading screen was there for about 30 minutes. I was able to talk in chat but the loading never finished so I took a deep breath and closed the game preparing myself for the 1017 errors during peak hours. I've gotten into queue to log in twice now but each time once it's my turn it gives me a 10102 error. I haven't encounter that error in this sense yet and wonder if it has anything to do with the way I left the game. That or maybe this is normal and I'm just unlucky and need to keep trying along with everyone else.
