Okay so I never got my code in an email, just the EA code

My bank account says the payment is "pending" does this mean a while back when they were canceling sales that mine may have been canceled as well and I happened to get access to EA? if that's the case is it safe for me to re-purchase the game without ending up buying it twice?

That's what it seems like. Maybe call your bank and see if they know why the payment is pending. You could try using the digital river site to request a return, if that works try buying a physical copy or waiting for it to come back on sale digitally.
