Lost my starter fishing bait, theres no vendor in the fishing guild that sells bait... kind of odd isn't it?
Go to one of the vendors in the market area. Check out the tradecraft supplier they got bait.
Also unable to HQ fishing bait; not sure if this was intended?
Look for the vendor that sells tools in your area. Each of the 3 major cities will only sell the low level bait. You can find the higher level bait in vendors that sell tools like the general merchant / repairer that are found in the sanctuary towns. Also culinarian can manufacturer some of the bait but they can not be made HQ.
