Invisible monsters and weather effects.. help please

for starters i have tried everything possible know to me and what i could find on the internet. uninstalled game, re-installed game, updated all hardware and software.

thus on max settings i can not see rain, elementals, or glowflys. they are invisible to me. i have changed settings, went into windowed mode, the back to full screen on regular and max settings but nothing has happened. rain, and sand or wind and anything blowing are also invisible to me. i see lightning, hear thunder, hear the rain.

i do not have any clue except i found 3 other people that had the same issued with weather and one of them also had a 7000 series radeon hd video card as i do.

any help would be greatly appreciated
