Title says it all. Actually, the retainer npc's don't even exist in game for me. My main storyline quest is complete up to about level 29, and I'm still unable to get a retainer.
Anyone have any ideas?

did you talk to the guy in markets no not the retainer npc, there is a npc that you are sent to by adventurer's guild npc to learn about markets and stuff, he also gives you a side quest, also there are few others quests that involve the retainer npc so might want to look into that, like there is a archers guild quest that involves the retainer npc in grid, not sure what else it can be.
I am confused, level 21, and I cant hire a retainer.
Tells me I am unable to slay an eft, and my petition has been declined..
I am already well into the common part of the Story Quest Line, and even have a second class progressing... I have tried speaking with everyone in the markets.. nothing... tried speaking with everyone in the city... nothing..
very frustrating!
