Cannot Roll "Need" for Heavy Armor as Lancer/Dragoon

I have gone through several dungeons now, and every time a piece of heavy armor drops, I cannot roll "Need" as a Lancer/Dragoon, even when the armor specifically says it's equippable by Lancer/Dragoon. Since these armors are a specific tier between armors equippable only by Gladiator/Paladin/Marauder/Warrior, and those equippable by all Disciples of War, it's obvious these armors are specifically meant for Lancers and Dragoons, as we suffer the highest risk of taking damage out of all DPS classes. Yet, I cannot roll Need on them.

3. Not be able to roll Need on it
