Rolling Server Restart

I know this has been discussed at length but let's look at our options

They say the cap out world population and restrict login/character creation to allow the maximum amount of players to play without crashing the servers. So far, the logic is good.

Except for the part where the SAME people play over and over again because they never log out....

The AFK timer is needed, but seems to be disfavored by the Devs, but i think a lot of people would be fine with 1hour+ AFK timers as long as there is a timer of some sort. If not, I completely support restarting the servers once a day during low hours until more worlds are set up, and here's why;

People say that would be bad for the people ACTUALLY playing the game, kicking them out with the possibility of not getting back on. I think this is a non-issue, since several hours after the server update + restart from last 2days ago, me and my friends all got on without any problems, so if you were actually playing the game at the time, relogging should be the easiest thing to do. Furthermore, since (so far as i can tell) the duties are on a completely different server set, a restart during a duty or instance wouldn't affect the people who are currently in said duty (hahaha, duty...[sorry about that]). I could be wrong , better options might be out there, I just think this would be the easiest way to REALLY allow the MAXIMUM (of different) players to enjoy the game.

Let me know your thoughts (or how wrong I am, I meant this is the internet)
