Go to the camp at Mor Dhona. The NPC there sells dark light and theses two star materials for tombstones.
close, but not quite.
you buy them with allagan tomestones of philosophy, which drop from high level dungeon bosses (and trade-in of cracked materia-enhanced items from v1.0 at the calamity salvager).
