Hey I'm level 38 Paladin. I didn't get a level 35 skill. Is there a quest or something I need to do? I went back to the Gladiators guild but didnt see anything.

If its like the Dragoon skills, which it most likely is. You get the quests from whatever NPC gave you your paladin soul at the end of the lvl 30 quest. What NPC that is and where he/she is located I can not help with though, so I guess this wasn't much help at all.
Head to Ul'dah and use the Athernet to go to the Chamber of Rule, your NPC (Lulutsu?) which unlocked Paladin for you there will have your lvl 35 quest and ability.
