Problem with GC promotion

I just gathered the seals available to promote for Immortal Flames GC and asks me to complete the hunting log to be able to.Problem is the mobs i need are inside Halatali and i have no access for it.I read that an npc in walking sands can grant you access there but problem is im further into my main quest and there is no npc there after the scion attack.
Anyone know any other way to access this dungeon?

The NPC is outside the Waking Sands, left of the stairs down. He has 3 access quests for Thanalan. You can't miss him when you go to Waking Sands.
