Is an items stat cap based solely on item level or does HQ also increase its max pote

Is an items stat cap based solely on item level or does HQ also increase its max potential. Just curious if anyone has tested this yet. I would but I'm stuck at work, and asking in every ff forum I can find. A little worried i spent 250k on a +1 goldsmith body piece... oh the vanity.

Stat caps are same. If its 100 for a stat you can't go above that hq or nq.

We've been trying to figure item stat caps out over at Ipsen, but have yet to test HQing caps I believe. Info is really spotty right now.

I wish there was a maximum stat by Item level sheet that would kick ass, and help to plan out gear.
