How to unlock levequests

I would like to know how and where to go to unlock levequests for all three starting cities please.

you unlock all city battle levequests in the main story, normally lvl 10. however the crafting and gathering levequests are unlocked when you get a crafting class to lvl 10 and a gathering class to lvl 10. This is a good way to lvl lower classes when you get them. you have to do the class quest at lvl 10 to unlock the levequests for crafting and gathering.

This is correct it should also be noted that to get levequests from 15 onwards you must unlock them via trial levequests at various outpost.
