Restart the servers every 6 hours, flushing the AFK slot hogs. It's the only way you will be able to salvage players until you up the capacities of the servers.

Server restarts? Oh gosh, that is not a good way to attempt to solve the problem. That interrupts gameplay too much. Inactivity timers are a better approach as it interrupts no one.
Players will log out before the servers restart, and then have to wait for it to come back up. Once the server comes back up, it is flooded with connection attempts which can be quite stressful.
Seeing as they haven't yet implemented and aren't looking likely to implement AFK timers, nor expand the queues, this is the last remaining option.
