I can't seem to continue with the storyline. I went to the airship landing to board the airship but I don't see who I need to talk to. I'm pretty sure its the storm honor guard in front of the airship but it's not letting me.

talk to the airship person (the person behind the counter)
at the airship, there a glowing spot
interact with it (target it the press x)
