Launcher Error Immediately after startup of Program

I am getting an error when I start the launcher, it doesn't make it to the login screen or anything.

"A system error has occured: 400.
http://frontier.ffxiv.com/arr_win/arr_win/index.html?rc_lang=en-us"

I was getting the same error last night when I got from work @ about 5:30 EST. I tried uninstalling, deleting the ffxiv folder in the 'My Games' directory in Windows... nothing worked. came back a few hours later and it was working again. Trying again right now and same error is back.

I'm on Windows 8 if that matters.
