New Character Creation World Restriction

Hi, does anyone know the timer they put on for creating new characters in servers? I'm trying to make a second character to play with a friend and so far over the past 5 hours I've got "world full, cannot create a new character yadda yadda yadda". What's even worse is none of the EU servers are available so we can't both make a character on one of the free ones :/

They are in the process of increasing server capacity and adding additional servers. Here is the source:

I know and I shall wait patiently, I was just wondering if there was a timer that listed the restriction or just general server congestion. I shall try again in the morning when it's less busy.
