How I read this, is the Servers are not actually full, rather limit the amount of incoming login requests per server. Anyone who does try to log in will likely be met with a 1017 "Server Full" while a lucky few will be qued into the server through a small access tunnel. Had they not placed the restrictions the access load would have crashed the server based on their description.
This is my interpretation, as tonight at 12am was suppose to be a Regular Scheduled Maintenance by the developing team. But instead evolved into a Emergency Maintenance probably referring to the server team implementing fixes to help with login access loads. Hopefully after this, the restrictions will be lifted and 1017 errors will be gone by tomorrow morning and any actually full servers will have a que for all players. and not the ones that were lucky enough to get into the que.
Server Capacity for NA/EU will likely be increased next week based on what iv seen skimming through the JP and DEV blogs.
